2024 Determination of VPS executive remuneration bands

Read about the Tribunal's 2024 Determination setting the values of remuneration bands for executives employed in public service bodies.

On 2 July 2024, and in accordance with section 21 of the Victorian Independent Remuneration Tribunal and Improving Parliamentary Standards Act 2019 (Vic) (VIRTIPS Act), the Tribunal made the Remuneration bands for executives employed in public service bodies (Victoria) Determination No. 01/2024 (2024 Determination).

On 2 July 2024, the Tribunal also made updated Victorian Public Service Executive Remuneration Guidelines (VPS Guidelines), which support public service employers in placing executives within the remuneration bands. The updated Guidelines should be read together with the Determination in effect at the time.

To support the making of the Determination, the Tribunal engaged Mercer Consulting (Australia) to undertake remuneration benchmarking of public service executive roles and provide advice. The report prepared by Mercer is available here:

Consultation process

The Tribunal carried out stakeholder consultation to support the making of the Determination.

On 5 December 2023, the Tribunal published notice of its intention to make the Remuneration bands for executives employed in public service bodies (Victoria) Determination No. 01/2024.

The notice of intention called for submissions from all interested parties.

Where permission has been given by the submitter, a submission is published on the Tribunal’s website.

Submissions do not necessarily reflect the views of the Tribunal and assertions made in them have not been fact-checked.

The Tribunal also invited 1,665 executives employed in public service bodies to make a submission via an online questionnaire. A summary of the responses to the executive questionnaire is included in the Statement of Reasons for the 2024 Determination.

The Tribunal expresses its appreciation to all those who made submissions and assisted the Tribunal in the performance of its functions, including executives who completed the Tribunal's questionnaire.
